Innovative Schools and Teacher Prep Fail to make it out of Senate Education Committee
Innovative Schools (HB 6314-6315) and the Teacher Prep Package (HB 5598-5605) failed to make it out of Senate Education Committee today – a victory in the fight to stop bills on education moving quickly through lame duck. Bills on Line 5 and “No Stricter Than Federal” Sent to Governor
Two bills are on their way to the governor after votes on Tuesday. SB 1197 creates a new authority to oversee the construction of a tunnel around Line 5, the controversial pipeline beneath the Mackinac Straights. (UPDATE: The governor has already signed this into law.) HB 4205 would limit state agencies from promulgating rules more strict than federal regulations.
Senate Passes Bills Limiting the Power of the Incoming Secretary of State
Last week, the Senate passed SBs 1248-1252 which removes oversight of campaign finance regulation from the SOS and puts it in the hands of a new commission. The six-member bipartisan commission would be appointed by the Governor from lists submitted by the two major political parties.
The bill’s sponsor, Senator Dave Robertson, has been in the media lately due to a criminal investigation involving his former campaign treasurer over embezzlement.
Changes to Prop 2 and 3 Pass in the Senate
SB 1254, passed in the Senate last week, would determine the partisanship of the applicant for the redistricting commission under the “Voters Not Politicians” proposal. The bill would ban anyone affiliated with a political party from applying. Anyone caught lying on their application would have to pay a $500 fine.
SBs 1238-1242, changing requirements in the ‘Promote the Vote’ ballot initiative passed the full Senate Thursday. Changes include same day registration from the 14th day before the election up to Election Day to be done in-person at the clerk’s office. Clerks and the Secretary of State are neutral on the bills but concerns over the expedited process of them remain.
